Summary Box: Stocks fall; S&P 500 negative for '11 (AP)

SHARES OFF: The Dow Jones industrial average Wednesday lost nearly 140 points and the S&P 500 index fell after five days of gains. The S&P is now negative for the year again, after barely turning positive on Friday.

EUROPE WORRIES RESURFACE: The European Central Bank said banks in the continent had parked $590.72 billion with it overnight, surpassing the record set only Monday. That means those banks were less willing to take the risk of making short-term loans to each other, opting instead to earn low interest rates from the ECB.

EURO FALLS: The disclosure also hurt the euro, which fell to $1.291, its lowest level against the dollar since January.

'Hunger Games' Soundtrack Lands Taylor Swift, Arcade Fire

The soundtrack to "The Hunger Games"
 will feature a bumper crop of new and unreleased songs by Taylor Swift, the Arcade Fire and the Decemberists.

The album will be produced by Grammy-winning producer T Bone Burnett and released before the movie hits theaters on March 23. Burnett and the group the Civil Wars got together to write an original tune for the CD with Swift, the first single, "Safe and Sound," which was released to iTunes on December 23. The tune shot to #1 on the iTunes singles list within 24 hours of release.

Also serving up fresh tracks are the Arcade Fire, who collaborated with Burnett on "Horn of Plenty," and the Decemberists, who've offered up the original song "One Engine." The rest of the lineup has not been released, but according to a press release the soundtrack will feature all new songs based on themes that figure into the movie's storyline.

Oscar-winning composer Danny Elfman recently exited the film, citing scheduling issues as he works to finish up the music for "Dark Shadows" and "Men in Black 3." He was replaced by James Newton Howard, who is responsible for dozens of famous scores, including "Batman Begins."

Inspired by the best-selling young-adult novel by Suzanne Collins, "The Hunger Games" follows the path of 16-year-old Katniss Everdeen (Jennifer Lawrence), who is chosen to compete in a vicious televised tournament in which 24 teenagers from a post-apocalyptic society fight to the death for the entertainment of the masses. The film also stars Josh Hutcherson and Liam Hemsworth, as well as Woody Harrelson and rocker Lenny Kravitz.

Lawrence will not only star in the movie, but she will also lend her vocals
 to the soundtrack. Producer Burnett had high praise for her singing, telling MTV it was "beautiful. She did great. She's singing great. Killer actor too."

Fans are totally geeked about the new big-screen adaptation that could be the next-generation "Twilight" series, which is why we put together our list of the top 10 "Games" moments of 2011.

Why Washington Redskins Fans Should Feel Good About 2012 Season

Although we're all aware that injuries are a part of the game and that all teams are forced to adjust, even a Cowboys fan would have a little bit of sympathy for the Redskins and the way the injury bug attacked the team this season.?

I'm not trying to sound like a crybaby with it or anything, but it seemed like one injury after another for the Redskins this season?all at key positions.?

Running back Tim Hightower blows out his knee, safety LaRon Landry hasn't been right since last season, left guard Kory Lichtensteiger blows out his knee, tight end Chris Cooley drops to IR, wide receiver Anthony Armstrong is set back early, rookie Jarvis Jenkins blows out a knee, rookie wideout Leonard Hankerson begins to shine and he hits IR, safety O.J. Atogwe gets a rough start while recovering and the list goes on. It almost didn't seem fair.?

The only good news that can come from such injuries is the fact that all of these guys had time to heal over the course of the season (if they went down early) and the upcoming offseason to heal and prepare for next season.?

Again, I'm not blaming a 5-11 or 6-10 record on injuries alone. But I'm also not denying that it makes a season exponentially harder. And to add fuel to the fire, dummies like Trent Williams and Fred Davis don't help the situation by earning suspensions for a quarter of the season.?

Exclusive: N.Korea military, uncle to share power with Kim heir (Reuters)

BEIJING (Reuters) ? North Korea will shift to collective rule from a strongman dictatorship after last week's death of Kim Jong-il, although his untested young son will be at the head of the ruling coterie, a source with close ties to Pyongyang and Beijing said.

The source added that the military, which is trying to develop a nuclear arsenal, has pledged allegiance to the untested Kim Jong-un, who takes over the family dynasty that has ruled North Korea since it was founded after World War Two.

The source declined to be identified but has correctly predicted events in the past, telling Reuters about the North's first nuclear test in 2006 before it took place.

The comments are the first signal that North Korea is following a course that many analysts have anticipated -- it will be governed by a group of people for the first time since it was founded in 1948. Both Kim Jong-il and his father Kim Il-sung were all-powerful, authoritarian rulers of the isolated state.

The situation in North Korea appeared stable after the military gave its backing to Kim Jong-un, the source said.

"It's very unlikely," the source said when asked about the possibility of a military coup. "The military has pledged allegiance to Kim Jong-un."

North Korea's collective leadership will include Kim Jong-un, his uncle and the military, the source said.

Jang Song-thaek, 65, brother-in-law of Kim Jong-il and the younger Kim's uncle, is seen as the power behind the throne along with his wife Kim Kyong-hui, Kim Jong-il's sister. So too is Ri Yong-ho, the rising star of the North's military and currently its seniormost general.

The younger Kim, who is in his late 20s, has his own supporters, but is not strong enough to consolidate power, analysts said.

"I know that he's been able to build a group of supporters around himself who are of his generation," said Koh Yu-hwan, president of the Korean Association of North Korean Studies in Seoul.

"So it is not entirely elders in their 70s, plus some like Jang in their 60s, who are backing him. These young backers will be emerging fairly soon."

Koh said the coterie was put in place by Kim Jong-il before he died. "The relative calm seen these few days shows it's been effective. If things were not running smoothly, then we'd have seen a longer period of 'rule by mummy,' with Kim Jong-il being faked as still being alive."

He said the younger Kim would accept the set-up, for now. "Considering the tradition of strongarm rule by his father and grandfather, things can't be easy for him," he said.

MAKES SENSE

Ralph Cossa, an authority on North Korea and president of the U.S. thinktank Pacific Forum CSIS, said it made sense that the ruling group would stick together.

"All have a vested interest in regime survival," he said. "Their own personal safety and survival is inextricably tied to regime survival and Kim Jong-un is the manifestation of this. I think the regime will remain stable, at least in the near-term."

He added in a commentary that the new group may be inclined to reform, but stressed this was far from confirmed.

"Over the long term, there appears to be some hope, primarily emanating from Beijing, that Kim Jong-un will take North Korea down the path of Chinese-style reform, apparently based on the belief that Jang is or will be a "reformer."

"Who knows, this may be true. While this could relieve the suffering of the North Korean people over time, it will do little to promote the cause of denuclearization, however."

The high-level source also said the North Korea test-fired a missile on Monday to warn the United States not to make any moves against it. Pyongyang however had no immediate plans for further tests barring an escalation of tensions.

"With the missile test, (North) Korea wanted to deliver the message that they have the ability to protect themselves," the source said.

"But (North) Korea is unlikely to conduct a nuclear test in the near future unless provoked" by the United States and South Korea, the source said.

The unpredictable North's nuclear program has been a nagging source of tension for the international community. Pyongyang carried out nuclear tests in 2006 and 2009, and has quit six-party talks with South Korea, the United States, China, Japan and Russia on abandoning its nuclear program and returning to the Non-Proliferation Treaty.

The high-level source also said Beijing was only notified of Kim's death earlier on Monday, the same day that North Korean state television broadcast the news. Kim died on Saturday.

A leading South Korean newspaper reported on Wednesday that China learned of Kim's death soon after it occurred.

China has given no official comment or even hints suggesting it was told of Kim's death before the public announcement.

Beijing, the North's closest ally and biggest provider of aid, has pulled out the stops to support the younger Kim. The government has invited him to visit, and in an unusual gesture, President Hu Jintao and Vice-President Xi Jinping also visited the hermit state's embassy in Beijing to express their condolences. Roads leading to the embassy were blocked.

Mainly, the prospect of instability on its northeastern border worries China and it sees the younger Kim and his coterie as the best prospect for keeping North Korea on an even keel.

North Korea has been pressed by China to denuclearize and is willing to do so on condition that North and South Korea, the United States and China sign an armistice replacing a 1953 ceasefire agreement, the source said.

The two Koreas have been divided for decades and remain technically at war since their 1950-53 conflict ended with an armistice but no peace agreement. The United States backed the South, while China supported the North in that conflict.

Pyongyang also is convinced there are U.S. nuclear weapons in South Korea and demands Washington pull them out, the source said.

Obama wants payroll tax extended for entire year (AP)

WASHINGTON ? President Barack Obama, rebuffed by Congress on a yearlong extension of a Social Security payroll tax cut, said Saturday that it would be "inexcusable'" for lawmakers not to lengthen the short-term deal when they return from their holiday break.

The bill, passed by the Senate shortly before the president spoke briefly at the White House, would extend the tax cut and long-term jobless benefits for just two months ? a partial victory for Obama that also sets the stage for another tax fight in February.

While pleased by the Senate vote, Obama said "it would be inexcusable for Congress not to further extend this middle-class tax cut for the rest of the year. It should be a formality, and hopefully it's done with as little drama as possible when they get back in January."

He added, "This really isn't hard. There are plenty of ways to pay for these proposals."

Obama has rallied support for the extension of the payroll tax cut in recent weeks, arguing that failure by Congress to extend the cuts would raise taxes on middle-class families and undermine the economic recovery.

The plan is a modest step forward for Obama's year-end jobs agenda. It renews the cut in the Social Security payroll tax for 160 million workers and provides additional unemployment benefits averaging about $300 a week for millions of people who have been out of work for six months or more.

Democrats and Obama sought to pay for the additional payroll tax cuts by placing a surcharge on individuals and couples with $1 million or more in income but Republicans opposed the tax increases. The additional costs would be covered by raising fees on new mortgages backed by Fannie Mae, Freddie Mac or the Federal Housing Administration.

Obama said his preference, "and the preference of most Americans, is that we ask the wealthiest few Americans to pay their fair share and corporations to do without special taxpayer subsidies to cover some of the costs. But I think that it's important for us to get it done."

As a condition for GOP support of the payroll tax measure, Obama had to agree to accelerate a decision on a proposed a Canada-to-Texas oil pipeline that promises thousands of jobs.

Obama made no reference to the pipeline in his remarks.

Senior administration officials said the Republican attempts to speed up the decision on the pipeline would ultimately undermine their work to get the project built quickly because the State Department has said an expedited process would not give them enough time to conduct a proper review.

The most likely outcome, they said, is that the project would not go forward next spring. The officials only spoke on condition of anonymity because they were not authorized to speak publicly about the deliberations.

The House is expected to consider the payroll tax cut measure early next week. Obama said he was hopeful "we're going to be able to make sure that when everybody gets back next year we extend this further, all the way to the end of the year."

Judge hears 'Sister Wives' challenge of US law (omg!)

SALT LAKE CITY (AP) ? Attorneys for a polygamous family made famous on a reality television show on Friday asked a federal judge in the state of Utah not to block their challenge of the state's bigamy law.

Kody Brown and wives Meri, Janelle, Christine and Robyn filed a lawsuit in Salt Lake City's U.S. District Court in July.

The stars of the TLC show "Sister Wives" contend the law is unconstitutional because it violates their right to privacy ? prohibiting them from living together and criminalizing their private sexual relationships.

Under Utah state law, people are guilty of bigamy if they have multiple marriage licenses, or if they cohabitate with another consenting adult in a marriage-like relationship. Any couple of any sex living together in an intimate relationship is considered marriage-like under the law, and such a living arrangement would be considered a felony. Any couple of any sex living together in an intimate relationship could be considered guilty of a felony under the law.

Formerly of Lehi, the Browns and their 17 children moved to Nevada in January after police launched a bigamy investigation. The Browns practice polygamy as part of their religious beliefs.

U.S. District Court Judge Clark Waddoups heard oral arguments in the case on Friday in Salt Lake City and took the matter under advisement. It's not clear when he will rule.

For the case to go forward, the judge must decide the Browns have been harmed by the bigamy law.

In court, the Browns' Washington-based attorney, Jonathan Turley, said the family has suffered losses of income and been forced to move out of state because they were under investigation for bigamy.

They've also suffered "reputational harm" because the law labels the Browns' family a "criminal association," and because some Utah County prosecutors have said publicly that it would be easy for authorities bring charges because the Browns have already acknowledged felonies on national TV.

"This family was fearful of arrest ... they still are," Turley said. "It's why they are not here (in court) today."

Assistant Utah Attorney General Jerrold Jensen called the Browns' lawsuit "great TV drama" but said there's no real threat to the family, which has neither been arrested or charged with any crime.

Jensen said it's more likely the Browns were harmed by publicizing their lifestyle on television, not by actions taken by the state.

"The Browns have perceived that they will be prosecuted," Jensen said. "That is a misperception, at least at this point."

Jenson also said the Browns assume that an ongoing investigation by Utah County authorities is related to allegations of bigamy.

Utah County Attorney Jeff Buhman has not disclosed the nature of their investigation publicly and a message left for him Friday was not immediately returned.

Buhman's office has no stated policy related to the prosecution of polygamists.

On Friday, Jensen said the attorney general's office policy is to only file bigamy charges against a polygamist in connection with other crimes, such as underage marriages, child abuse or welfare fraud. A straight bigamy prosecution hasn't been filed in Utah for more than 50 years, Jensen said.

A check of state court records by The Associated Press, however, found at least two cases.

Bob Foster had three wives when he was arrested and charged with bigamy in 1974. He pleaded no contest and was sentenced to six months in jail. He was released after 21 days and ordered to serve five years of probation. A judge also said Foster was not allowed to live with his families. Foster died from cancer in 2008. He was still married to all three women.

Mark Easterday was arrested and charged with bigamy in 1999. Authorities were alerted to Easterday's multiple marriage as part of a custody battle during his divorce from his first wife. He ultimately pleaded no contest to adultery because the divorce was finalized before the bigamy case went to trial. Easterday was sentenced to probation.

Easterday, who left Utah and is currently married to two women, told The Associated Press he believes the Browns are right to fear a bigamy prosecution.

Polygamy in Utah and across much of the Intermountain West is a legacy of 19th century Church of Jesus Christ of Latter-day Saints. Mormons abandoned the practice of plural marriage in the 1890s as a condition of Utah's statehood and now excommunicates members found engaging in polygamy.

An estimated 38,000 self-described Mormon fundamentalists continue the practice, believing it brings exaltation in heaven. Most keep their way of life a secret.

Typically, polygamous men are legally married to their first wives and wed subsequent brides only in religious ceremonies. The couples consider themselves "spiritually married."

Olympus reveals $1 billion balance sheet hit (Reuters)

TOKYO (Reuters) ? Japan's disgraced Olympus Corp ironed out its crooked accounts on Wednesday after a 13-year fraud, with a $1.1 billion dent in its balance sheet triggering speculation it will need to merge, sell assets or raise capital to repair its finances.

The 92-year-old maker of cameras and medical equipment filed five years' worth of corrected statements, plus overdue first-half results, just hours before a Tokyo Stock Exchange deadline that could have seen it automatically delisted.

The most recent restatement, for end-June 2011, showed an 84 billion yen ($1.08 billion) reduction in net assets. Olympus added that as of end-September, its net assets were just 46 billion yen, down from a restated 225 billion yen in March 2007.

It also revealed a net loss of 32.33 billion yen for the six months to end-September, further fuelling talk the once-proud firm would need to move quickly to shore up its balance sheet or risk becoming prey to a takeover.

"Most probably Olympus has to increase capital. It's best for the company to merge with others rather than rebuild by itself," said Ryosuke Okazaki, chief investment officer at ITC Investment Partners.

Ousted CEO Michael Woodford, who blew the whistle on the loss cover-up and is campaigning to get his old job back, said that if reinstated, he would move fast to recapitalize Olympus.

But he said he favored private equity or a rights issue over a strategic alliance. Rights issues -- where existing shareholders are issued warrants to buy new stock -- are rare in Japan.

"You have to look at improving the capital structure of the company. Because of the litigation risk, you couldn't do that publicly, so you have (as) options a strategic alliance, private equity or a rights issue," Woodford told Reuters.

He said a strategic alliance would lose Olympus its independence, "which I think the employees most of all would not like."

Olympus President Shuichi Takayama has said he may sell assets or accept a capital tie-up to bolster the capital base.

Olympus has been dogged by rumors of bid interest from rivals, such as fellow endoscope makers Fujifilm and Hoya, or from private equity since it sacked its British chief executive and the scandal broke in October.

The stock, which has since lost about half its value to about $4.7 billion, closed down 4 percent on Wednesday.

RELIEVED, BUT NOT OUT OF THE WOODS

"The company might consider recapitalization because 46 billion yen is a very small amount of equity," said Nanako Imazu, an analyst at CLSA in Tokyo. "Any significant change in earnings to the downside or any significant change in the yen versus the dollar or the euro is a big risk."

Olympus' debt is about 14 times its equity, an extremely high ratio that compares to less than 1 for camera and office equipment maker Canon Inc.

Some investors were at least relieved that Olympus had met the deadline to fix its accounts, without sliding into technical insolvency at any stage in its restated accounts. Olympus also assured investors it was able to secure continued funding.

"This is extremely positive for Olympus as it can avoid getting delisted after meeting the deadline to submit its earnings," said ITC Investment Partners' Okazaki.

Other investors, though, remained wary, noting that the exchange could still delist Olympus if it deemed the past misrepresentations of its financial health were large enough.

"Although liabilities had not exceeded assets, it does not change the fact that they were window-dressing and, since the amount involved is so big and the period of time this was going on was so long, it's difficult to say what the Tokyo Stock Exchange will do," said Fujio Ando, senior managing director at Chibagin Asset Management.

"I would not say that fear of delisting has disappeared."

The Tokyo exchange said after the announcements that it was keeping Olympus on its watchlist for possible delisting.

Some of the restated accounts also came with qualified opinions from auditors, with KPMG AZSA LLC noting it had been unable to confirm all the money flows involved in the fraud.

"We were unable to get sufficient and appropriate proof for auditing on specific assets and amounts," the auditor wrote.

'REALISTIC CHANCE'

Olympus triggered the crisis on October 14 when it sacked Woodford, who immediately went public with his doubts about murky past M&A deals. Woodford is now appealing to shareholders to support his comeback as part of a complete board renewal.

The board has committed to resigning over the scandal, but wants to choose its own successors before quitting, setting up the prospect of a proxy war between its own candidates and those being assembled by Woodford as part of his campaign.

"The shareholding balance is such that there is a realistic chance we could win a proxy fight," Woodford said earlier. But he added that such a battle would cause a split between foreign and Japanese shareholders and he hoped it could be avoided.

"I think it would be harmful because it would show potentially Japan institutional investors are a club," Woodford said about a possible proxy battle.

Three big foreign shareholders -- Southeastern Asset Management, Harris Associates and Baillie Gifford & Co -- have said they back Woodford's bid to be reinstated.

"It continues to be clear that management and the board must change as soon as possible," said Josh Shores, a London-based principal at U.S. fund manager Southeastern Asset Management, Olympus's largest foreign investor.

"Olympus needs a credible board with independent directors providing oversight of the clean-up and company revamp," he told Reuters. "The involvement of Mr. Woodford will be a strong sign that the fix will be done in a thorough and transparent manner positioning Olympus for a strong future."

But Japanese institutional investors appear worried about whether he can win over the company's employees as well as his plans to turn the firm around.

Woodford said he was willing to meet Takayama at any time, but added incumbent directors were too discredited to be in a position to choose their successors.

"The only purge Olympus needs is in the boardroom," Woodford said on a live Internet broadcast late on Wednesday as part of his effort to woo employees, investors and the public.

"The culture is a good one. We make wonderful products. We have strong people and the problem is isolated at the board. So change the board and the company can get behind the new management and start moving forward."

He told Reuters he would probably be the sole foreigner on his list of board candidates. If he lost a proxy fight for control of the company, he would likely abandon his efforts to change the company, he said.

A rare foreign CEO in Japan when he led Olympus, Woodford has sought to soothe concerns about his plans for the firm.

"I want no part in selling Olympus or breaking it up," he said, adding he would not close the struggling camera business.

"People say the 'gaijin' president would shut it," Woodford said, using the Japanese word for foreigner. "I wouldn't."

ICC prosecutor: Gadhafi death may be war crime (AP)

UNITED NATIONS ? The chief prosecutor for the International Criminal Court said Thursday there are "serious suspicions" that the death of Libyan leader Moammar Gadhafi was a war crime.

Luis Moreno Ocampo told reporters after briefing the U.N. Security Council that he sent a letter to the head of the National Transitional Council asking what the government's plans are to investigate alleged war crimes by all parties, including the rebels.

The uprising against Gadhafi's 42-year rule erupted in February, quickly escalated into civil war, and ended in October with Gadhafi's capture and death in unclear circumstances. Witness accounts and video taken of the deposed dictator after his capture by rebel fighters show that he was beaten and abused by his captors, and there were strong indications he was killed in custody.

"The death of Moammar Gadhafi is one of the issues to be clarified ? what happened ? because there are serious suspicions that it was a war crime," Moreno Ocampo said.

He said what the ICC does on Gadhafi's death and other war crimes will depend on what Libya's interim government does because under the Rome statute that established the war crimes tribunal, the ICC only steps in if national authorities are unwilling or unable to act.

Moreno Ocampo said his office is working closely with Libyan authorities not only on Gadhafi's case but on those of his son, Seif al-Islam, and former intelligence chief, Abdullah al-Senoussi, who were captured and face ICC charges of crimes against captured for their roles in the uprising.

Libya's new leaders have said they will try Seif al-Islam at home even though they have yet to set up a strong court system. The ICC wants to be certain the government will be capable of putting on a fair trial for Seif al-Islam and al-Senoussi.

Moreno Ocampo said in an AP interview that the judges at the ICC have asked the National Transitional Council to inform them of their plans before Jan. 10. He said if the government challenges the ICC's jurisdiction, it will be up to the judges to decide where the two accused will be tried.

In the meantime, he said, his office is continuing its investigation.

"We are sure there were massive rapes, quite sure," Moreno Ocampo said. "We're trying to define who ordered them."

The Security Council referred incidents stemming from the Libyan uprising to the ICC and Moreno Ocampo said he promised the council that he would present his strategy for the continuing investigation of possible war crimes in his next report in May.

After Seif al-Islam's arrest, Moreno Ocampo flew to the Libyan capital late last month and met with government officials.

He said in an AP interview that the officials offered him the opportunity to meet Seif al-Islam. But he said he declined because Gadhafi's son would have needed to have a lawyer present and he had not asked to see the prosecutor.

Moreno Ocampo said the Libyan authorities told him it was "very important" to prosecute Seif al-Islam themselves for two reasons ? he is "the face of the old regime" and "they would like to show they can do better than with Moammar" and conduct a proper trial.

"If they can convince the (ICC) judges," Moreno Ocampo said, "we don't need to go and fight for a case."

Islamist success is democracy at work: Egypt's Moussa (Reuters)

CAIRO (Reuters) ? Amr Moussa, a front-runner for Egypt's presidency, said on Sunday the strong Islamist showing in the first parliamentary election since army generals replaced Hosni Mubarak in February had to be swallowed as democracy in action.

The Muslim Brotherhood has also urged its rivals to "accept the will of the people" after a first-round vote set its party on course to take the most seats in parliament, with a hardline Salafi Islamist party thrusting liberals into third place.

Overall election results suggest Islamist parties, while not united, may wield a two-thirds majority in parliament.

In line with the Brotherhood's pragmatic image, the group's Freedom and Justice party may avoid lining up with its ultra-conservative Islamist rivals.

But its popular mandate will strengthen its hand in any power struggle with the military over Egypt's political future.

Egyptians return to the polls on Monday for 52 run-off votes for individual candidates, who will occupy a third of the 498 elected seats in the lower house once two more rounds of the complicated voting process end in January. Two-thirds of the seats are allocated proportionately to party lists.

Figures released by the election committee and published by state media show a list led by the Brotherhood's FJP securing 36.6 percent of valid party-list votes, followed by the Salafi al-Nour Party with 24.4 percent, and the liberal Egyptian Bloc with 13.4 percent.

The liberal Wafd Party took 7.1 percent, the moderate Islamist Wasat Party 4.3 percent, while the Revolution Continues, a group formed by youth activists, picked up 3.5 percent. The rest went to smaller party lists.

"I am happy about the application of the democratic process, the beginning of democracy," said Moussa, a former Mubarak-era foreign minister and secretary-general of the Arab League.

"You cannot have democracy and then amend or reject the results," he told Reuters by telephone, adding that the shape of parliament would not be clear until the voting was over.

ALARM IN ISRAEL

Israel's Defence Minister Ehud Barak described the Islamist success in the first Arab nation to recognize the Jewish state and to sign a peace treaty with it as "very, very worrisome."

"It is too early to predict how the changes that we face will end up. It could be that in a historical context, they are positive. In an immediate context, they are problematic," he told Israel's Channel Two television on Saturday.

The fate of the 1979 treaty between Egypt and Israel is also a concern for its sponsor, the United States, which has backed it with billions of dollars in military aid for both countries.

The Muslim Brotherhood, spiritual father of the Islamist Palestinian Hamas group, shares widespread Arab hostility to Israel, but it has not called for revoking the treaty.

Moussa, 75, an urbane and affable diplomat-turned- politician, is popular with many Egyptians for his nationalism and his perceived independence from Mubarak during his decade at the helm of the Arab League, where he stepped down in June.

"With the apparent gains about the Islamic trend, let us see," he said. "This will fall on the other forces, the liberal forces, to get together and form a strong front in parliament."

The assembly's popular mandate will give it clout to stand up to the generals who have ruled Egypt for nine turbulent months since a popular uprising toppled Mubarak on February 11.

TUSSLE OVER CONSTITUTION

The Brotherhood, Egypt's best-organized political group and popular with the poor for its decades of charity work, was banned but semi-tolerated under Mubarak. It now wants to shape a new constitution to be drawn up next year.

That could be the focus of a power struggle with the ruling military council, which wants to keep a presidential system, rather than the parliamentary one favored by the Brotherhood.

"I believe the constitutional debate will be a very serious and tough one. I don't think any party can impose its own language or principles," Moussa said. "The constitution will have to be the outcome of consensus and general debate among the people. The liberal camp is also strong."

The Salafis are expected to demand that purist Islamist codes be reflected in the constitution and other legislation, forcing the Brotherhood to defend its own Islamist image.

"The Salafis are certainly going to insert religion and identity into the political discourse like never before," said Shadi Hamid, director of research at the Brookings Doha Center.

"The Brotherhood is going to come under pressure from the right. It runs the risk of losing supporters to the Salafis if it is not seen to be authentically Islamist enough."

The constitution, to be written by a constituent assembly chosen by parliament, may go to a referendum before a presidential election in June, under an accelerated timetable for a handover to civilian rule.

The generals, who had envisaged keeping power until end-2012 or beyond, agreed to a speedier transfer after last month's bloody street protests against army rule killed 42 people.

The man they appointed to lead a new interim cabinet was quoted on Saturday as saying he would not name his ministerial line-up until Wednesday, in the latest of several delays.

Kamal al-Ganzouri, told the state-owned al-Ahram newspaper he did not want to appoint a new interior minister to oversee law and order on the eve of Monday's run-off votes.

Our client is seeking a Deputy Director of Finance that will:
  • Manage the daily activities of the Finance Department at the Center including oversight of the Accounts Payable, Accounts Receivable, Cash Receipts, Grants Management, and General Ledger functions
  • Ensure that all activities are captured and processed in a timely, complete and accurate manner
  • This position is responsible for managing the outsourced accounting relationship
  • Manage the monthly financial close process to ensure it is completed in a timely, efficient, and complete manner
  • Coordinate receipt of data from other departments to ensure the General Ledger reflects all monthly activity
  • Play a lead role in problem resolution
  • Provide oversight and management of the Project Financial Management functions of the organization including review of proposal budgets, grant financial reports, and revenue projections
  • Coordinate and manage the annual financial audit and timely completion of year-end tax reporting
  • Oversee and review the monthly reconciliation of all balance sheet accounts including bank accounts, accounts receivable, investments, fixed assets, other assets, accounts payable, and other liability accounts

Candidates Must Have:

  • A Bachelor's degree in Finance, Business, Accounting or relevant field is required
  • An MBA, MPA, or CPA will be a plus
  • Minimum 7 years of experience in nonprofit financial management or accounting
  • Proven experience in managing a Finance Department
  • Proven experience in executing monthly financial close processes
  • Knowledge of financial principles and practices in nonprofit organizations including 501(c) - (3) and 501(c) - (4) activity
  • Strong verbal and written communication skills
  • Demonstrated organizational skills
  • Demonstrated ability to prioritize tasks and work under pressure
  • Demonstrated ability in managing multiple staff
  • Produce reports for the Board of Directors and Management
