"Although criminals may protest, this may be the short sharp shock they need," he added. "Offenders will have to ask themselves if a drink is really worth a night in jail?"

Legislation to permit such testing is now before Britain's Parliament.

British authorities have not disclosed details of the devices to be used in the trial.

One system used in the United States, manufactured by Alcohol Monitoring Systems, Inc. of Littleton, Colorado, checks every half hour for ethanol vapor in low levels of perspiration on the skin.

The company says this does not determine exact levels of alcohol in the blood, but it can distinguish whether the person has consumed a little, moderate or large amount of alcohol.

"The results highlight the role of the brain in obesity and weight gaining. The results have major implications on the current models of obesity, but also on development of pharmacological and psychological treatments of obesity," Nummenmaa says.

The participants were morbidly obese individuals and lean, healthy controls. Their brain glucose metabolism was measured with positron emission tomography during conditions in which the body was satiated in terms of insulin signalling. Brain responses to pictures of foods were measured with functional magnetic resonance imaging.

The research is funded by the Academy of Finland, Turku University Hospital, University of Turku, ?bo Akademi University and Aalto University.

The results were published on January 27th, 2012 in scientific journal PLoS ONE.

?If the world?s clean energy potential exceeds our consumption needs, why do we insist on using the polluting kind?? asked Luis B?rriz, head of the Cuban Society for the Promotion of Renewable Energy Sources and Respect for the Environment (CUBASOLAR), a non- governmental organisation that promotes the use of alternative and environmentally-friendly power sources.

According to his calculations, the amount of solar radiation Cuba receives is equivalent to 50 million tonnes of oil a day.

?If we covered the 1,000-kilometre-long national highway with solar panels we would generate all the power currently used, without using fossil fuels or occupying a single square metre of agricultural land,? B?rriz said to IPS in an interview.

B?rriz is a researcher and long-time advocate of renewable power sources who prefers to talk about ?reversing? climate change ? which he says is caused by ?the destructive actions of today?s societies? ? instead of ?adapting? to it.

Key components of this process, B?rriz argues, are the training of scientists, technicians and skilled workers to cover human resource needs, and the creation of an energy and environmental culture that will raise the awareness essential for the development of solar power based on ?fairness and solidarity?.

Cuba?s greatest achievement in this sense is in the field of scientific development and education, which it shares with other countries of the region through cooperation efforts.

The contribution of wind power, hydroelectric and sugarcane biomass equipment to Cuba?s National Electric Power System in 2010 was 178.1 gigawatt-hours, which is equivalent to four days worth of power generation and replaces almost 46,000 tonnes of oil.

According to the official statistics table published by CUBASOLAR?s magazine Energ?a y T?, Cuba has 9,624 solar panels, 8,677 windmills, 6,447 solar heaters, 554 biogas plants, 173 hydroelectric plants, four wind farms with 20 wind turbines, and 608 stoves for wood biomass pellet production.

In addition, the island has 57 turbo generators and 67 boilers in 61 sugar mills. The new boost to the sugar industry ? managed by a business group since 2011 ? includes increasing the potential for power generation based on bagasse and other sugarcane byproducts to supply the sector year round.

Experts see as a good sign the government?s decision to tap into the range of renewable power sources, giving priority to those with the greatest economic impact, as established in an extensive programme aimed at modernising the economy and enhancing its efficiency, launched in April 2011.

?The country is improving in terms of organisation. Work and planning efforts for the next few years are under way in this and other renewable energy-related lines of work,? B?rriz said, insisting that Cuba has all the conditions to move forward in the use of clean energy infrastructure.

Plans include reactivating windmill factories, revitalising the hydroelectric turbine industry, and further developing solar panel production, as much as possible, as these have been the best options in a rural electrification programme implemented over the past 10 years.

?We can?t move at a faster pace (in the industry?s development) due to the country?s huge financial limitations. With more resources we could advance much faster on the path to renewable energy and share it with other nations,? the expert says.

Other experts note that Cuba needs a specific support mechanism to speed up the introduction and use of alternative generators ?towards a sustainable energy development? that does not overburden the state, is an attractive and reliable option for foreign investors, and encourages national industries to use these sources.

In this sense, Conrado Moreno, a researcher and member of CUBASOLAR?s board, points to agricultural cooperatives as a ?yet untapped niche? where, along with food production and sale, renewable energy sources emerge as ?a promising solution in the economic model that is approaching.?

According to Moreno, this form of production will receive incentives through legislation that is currently being discussed and will be passed shortly.

Several Latin American countries, including Argentina, Brazil, Mexico, El Salvador, Nicaragua, and the Dominican Republic, already have legal frameworks in place to provide policy and financial support for the development of environmentally-friendly power generators.

World Bank studies reveal that this region produces only six percent of the world?s GHG emissions from the power industry, and only 13 percent if deforestation and agriculture are factored in. This relatively low proportion is due to a great extent to the widespread use of hydroelectric power.

However, as industry and transportation continue to expand the situation may change in the next 25 years, said Ede Ijjasz-V?squez, World Bank director of sustainable development for Latin America and the Caribbean.

If the current trends continue, by 2030 CO2 emissions from energy use will have increased by 33 percent per capita in the region, as compared to a global average of 24 percent, he said. With such prospects ahead, power diversification is the best option.

Studies suggest that 5%-15% of those who ask for cosmetic surgery will be suffering from BDD ? or body dysmorphic disorder ? which some doctors consider an actual contraindication for surgical treatment, since sufferers may simply go on to develop different bodily preoccupations. The report did not, however, challenge the ethics of surgeons who slice into healthy, physically normal people.

?There is nothing wrong with cosmetic surgery,? it began. ?People are and should be as free to pay for surgical treatment for what they see as physical imperfections or the less attractive consequences of ageing as they should be free to seek treatment of pain or significant disease.?

DENVER (Reuters) ? A winter storm walloped eastern Colorado and western Nebraska with the region's first heavy snow of the new year on Friday, closing schools, disrupting flights at Denver International Airport and creating blizzard conditions on the High Plains.

A foot of snow piled up in the Denver metropolitan area, with up to 2 feet reported in the foothills west of the city, said Frank Cooper, a meteorologist with the National Weather Service in Boulder, Colorado.

The storm also dumped heavy snow on parts of western Nebraska, with more than a foot measured on the ground in the Sand Hills region about 40 miles north of North Platte, the Weather Service reported.

The state Legislature in Lincoln, canceled public hearings in anticipation of the storm, which interrupted an unusually snowless western Nebraska winter.

"It's a pretty big system," weather forecaster Cory Van Pelt in North Platte told Reuters. "We've had some accidents that closed some roads."

The snowfall spread Friday afternoon to extreme northwestern Kansas, as forecasters predicted accumulations of 6 to 12 inches through Saturday morning.

Blizzard or winter storm warnings were posted for northwestern Kansas on Friday, but Weather Service meteorologist Mark Buller said forecasts of winds of 20 to 30 mph may be downgraded.

Cooper said a warm, moisture-laden air mass from the Gulf of Mexico collided with colder northern air over southeastern Colorado to unleash the snowstorm east of the Continental Divide.

Sustained winds of 30 miles per hour on the Plains created blizzard conditions that severely reduced visibility on highways, but forecasters said the snow was expected to taper off by Friday night.

Most school districts in eastern Colorado, including Denver, announced Thursday night, ahead of the storm, that they would be closed on Friday.

Interstate 70 was closed to east-bound traffic from Denver to Limon, Colorado, said Mindy Crane, a spokeswoman for the state Transportation Department. The interstate also was shut westbound from the Kansas border to Limon due to blowing and drifting snow.

Denver International Airport remained open, but about 600 incoming and departing flights were canceled on Friday, airport officials said in a recorded message.

Human immune cells react sensitively to 'stress'

ScienceDaily (Feb. 2, 2012) ? Scientists working with Professor Bernd Kaina of the Institute of Toxicology at the Medical Center of Johannes Gutenberg University Mainz have demonstrated for the first time that certain cells circulating in human blood -- so-called monocytes -- are extremely sensitive to reactive oxygen species (ROS). They were also able to clarify the reason for this: ROS are aggressive forms of oxygen that are generated during states of "oxidative stress" and play a significant role in various diseases.

However, ROS are also naturally produced by cells of the immune system, in particular by macrophages, in response to exposure to pathogens. Macrophages are, similar to dendritic cells, generated by monocytes, which happens when monocytes leave the blood stream and enter the tissue. The scientists show that both macrophages and dendritic cells are resistant to ROS, as opposed to their precursor cells, the monocytes. The Mainz team attributes this hypersensitivity of monocytes to multiple defects in DNA repair that are apparent in these cells. They assume that a sophisticated mechanism for regulating the immune response and preventing excessive ROS production is behind this phenomenon, which was observed for the very first time. Their work has been published in the leading scientific journal Proceedings of the National Academy of Sciences.

It is generally known that one of the undesirable effects of ionizing radiation and drugs used to treat cancer is an impairment of the immune system, which ceases to function properly. However, it is still unclear which immune system cells respond most sensitively following radio- and chemotherapy, and which cells are resistant. "This is the question we addressed in our current research project," explains Professor Dr. Bernd Kaina, Director of the Institute of Toxicology at the University Medical Center in Mainz. "We were able to demonstrate that human monocytes are hypersensitive to reactive oxygen species (ROS), while macrophages and dendritic cells derived from monocytes by cytokine maturation are resistant." The scientists observed this extreme sensitivity of monocytes after exposure to radiation, chemicals, and even oxidized low-density lipoprotein (oxLDL), which plays a role in atherosclerosis. All of the above resulted in the formation of intracellular ROS, which damages the DNA and leads to cell death or even malignant transformation. Specific immune system cells, particularly the macrophages, produce ROS in response to an invasion of the body by pathogens. Ideally, production of ROS should cease once the pathogens have been eliminated. There also need to be limitations on the quantity of ROS produced, as these can damage healthy cells in inflamed tissue as well. In fact, chronic infections, in which ROS are continuously being produced, are frequently linked to an increased susceptibility to cancer.

Why do monocytes react so sensitively to ROS? Kaina's team has successfully determined the cause of the hypersensitivity of monocytes to oxidative stress: The monocytes were unable to repair DNA following ROS-induced damage to their genetic substance. This is because these cells produce very low levels of certain important repair proteins called XRCC1, ligase III, PARP-1, and DNA-PK in medical jargon. "Monocytes are in fact defective as far as two important DNA repair systems are concerned, i.e. base excision repair and DNA double-strand break repair," explains Kaina. "Thus far, a general repair defect of this nature has been observed neither in the cells of the human body nor in experimental in vitro systems."

Professor Kaina assumes that the repair defect in monocytes plays an important role in the regulation of the immune response: To prevent excessive production of ROS by macrophages in the inflamed tissue and an overactivation of the immune response, monocytes, as precursor cells of the ROS-producing macrophages, undergo increased and selective destruction due to their extreme sensitivity to ROS. In turn, fewer monocytes mean fewer macrophages and consequently lower levels of ROS -- all in all a sophisticated way of regulating the monocyte/macrophage/dendritic cell system. It is clear that this has potential clinical implications: In the case of chronic inflammatory diseases in particular, the body is in a state of imbalance and excessive amounts of ROS are produced, which results in damage to the genetic substance of the healthy cells and is a contributing factor to the onset of cancer. It is possible that this vicious circle could be interrupted by the selective elimination of monocytes in the inflamed tissue.

China blocks rights lawyer from meeting Merkel (Reuters)

BEIJING (Reuters) ? Chinese police blocked a prominent human rights lawyer from attending a Beijing dinner hosted by German leader Angela Merkel, the lawyer said on Friday, the latest example of restrictions on unorthodox views in a sensitive year.

German diplomats from the embassy in Beijing had early on Thursday invited Mo Shaoping to a dinner with Merkel, who is in China on a three-day visit, to discuss the Chinese legal system and issues facing lawyers, Mo told Reuters by telephone.

The incident could focus renewed attention on human rights in China. Merkel told reporters on Thursday she had "a frank dialogue" with Chinese leaders on human rights.

But state security officers told Mo he was not allowed to meet Merkel on Thursday night, citing "orders from leaders above" but without providing any legal evidence, Mo said.

"They said: 'The 18th Party Congress is coming up, we must maintain stability, we can't have different voices present'," Mo said, referring to congress of the ruling Communist Party that convenes late this year.

"I said: 'What does this have to do with me? I'm just an ordinary lawyer'," Mo said.

"On maintaining stability, with just one meeting, will that cause instability? And on different viewpoints, that is restricting the rights of a citizen with regards to freedom of expression," he said.

China's rubber-stamp parliament session meets in early March -- an occasion that is often used as an excuse by the authorities to rein in petitioners, dissidents and rights lawyers.

Since last February, President Hu Jintao has redoubled the urgency of his campaign to strengthen "social management" and pre-empt unrest before he retires from the Communist Party leadership in late 2012 and from the state presidency shortly after that.

Beijing police were not available for comment.

A German official, who declined to be identified, told Reuters on Friday that Mo was "invited, but did not come."

Mo, who has defended many dissidents critical of Communist Party rule, said the other person invited to the dinner, Wu Si, editor in chief of the Chinese magazine "Yanhuang Chunqiu" that is read by many retired officials, was able to attend.

The restrictions on Mo suggests that a crackdown on dissenting views may be stepped up ahead of what could be a tricky leadership transition later in the year, when the party's long-standing focus on fending off political challenges is likely to intensify.

Chinese courts have handed down heavy jail sentences to three dissidents since December for "inciting subversion" or "subversion" -- charges that the government often invokes against people critical of Communist Party rule.

"On several human rights issues, we have, at times, thought China's response is somewhat harsh," Merkel told reporters on Thursday, adding that she stressed the importance of freedom of expression and free access and discourse on the Internet.

"We think having many voices in a society will play a positive role," she said.

Mo said the restrictions on his movements betrayed a "retrograde mentality" on the part of the authorities.

"You can't pull China back, you can't go back to our closed-door policy and say we can't mix with the outside world," he said. "It is unwise."
